It's not just Mexico. They're around in North America too. Some of those guys make an impressive amount of money doing that. I have even seen some of them in bars/clubs selling stuff like cologne and even condoms.

Someone standing around in a bathroom watching people do their thing just seems wrong to me though. I had a principal who would always stand in the boys washroom (we were in primary school) and although he never did anything he really creeped people out. I bet that he wouldn't do that today, now that society is a lot more vocal about that type of thing. We all thought he was weird but we kept quiet. Nowadays he'd probably be fired.
