No, they aren't. First of all, the archive of site photos and files was cleared out a while ago, and secondly, the templates were posted on the now-defunct coastercrazy.com, so they aren't there for multiple reasons.

However, you can still use the templates by downloading the coasters that were built on them. Here is a list of coasters from this contest that used the templates, and therefore you can make your own coasters on the templates by deleting the track.
