unban fear_the four

Hi, I believe that fear_the_four was an active, contributing member to the site. Understandable of his postings, he deserved a ban. I do however believe that since he was an active member, he contributed to site traffic and should be welcomed back to the website. As well as HazBruv. Under some sort of extensive regulation, they should both be welcomed back and contribute to the site traffic. Cool5's return was a great call.
