just to clarify this means crossing ti 2 times not the track having to go over it come back then over it again?
You cross it once when 'exiting' the template, and the 2nd time is when you 'enter' the template again. The blue line is the only point where the template can be exited and entered.

There isn't really a point in that grey area where minor terraforming suddenly becomes major terraforming. Just use your common sense and don't make any landscape changes that would double the cost of the actual coaster. But don't worry, you basically have to the terrain upside-down to be DQ'd over it. Just keep it simple.
