Do Dive Coasters use a heartline value? if so what would it be?

Yes. I think it's a little higher than a standard floorless (~1.3 m)

okay, now I'm not worried as much about the heartline. Now I am curious about the speed of the lift on newer dive coasters and the speed that the train slows down to right before the first drop
