There has been talk of the so-called "dark-net" that would be the product of the aftermath though. Anonymous is already planning on a sort of "underground Internet" that would be more inconvenient (i.e: you have to put in IPs instead of URLs or something), but it would in essence be the Internet that was lost.

There is an implication, here, that the deep web doesn't already exist? That is what I was alluding to with my comment in the other thread. No one country can control what the people in its country can view on the internet, short of physically cutting all cables/satellite connections with the rest of the world.
If this does pass, there is a pretty user friendly way to almost completely protect your anonymity, using Tor (
https://www.torproject.org/ ). There are better ways of doing this, and whether or not this will entirely negate whatever the American government is going to implement, is yet to be seen. However, like I say, this is a pretty user friendly way to remain completely anonymous online. If you're not particularly up on manually browsing the deep web, I would download Tor and learn how to use it, now, before this passes - in the hope it will negate the governments planned "blockade". It might just be worth a try, just in case this does pass.
I'm hoping, obviously, that this doesn't pass. But, as CKMWM pointed out, your goverment is a collective retard.
