I believe you've downloaded a coaster for RCT3? I'm not sure (I haven't played it in a while) but I think the error is that you should have some extra custom scenery installed to open the park with the rollercoaster. I don't know the exact coaster you've downloaded so I also don't know which custom scenery you should download.
