NL block brake problem

For some reason, whenever i turn on E-stop to stop a train at a MCBR, the brakes stop the train, but then "twitch", which when slowed down to 25%, you can see that the brakes are opening and closing very quickly. This creates both a very annoying sound, but it also allows the train to advance slowly down the track. What can be causing this?

These MCBR's are on a slope and do not have a transport device.

Is your track in shuttle mode? I get the same when Im in shuttle mode. I don't think you can fix it.
