Yes, I can clearly see how it is the government's responsibility to force private citizens to do what they may or may not choose to do already, especially at literally half of the apparent effeciency of doing it without buraeucratic intervention. Good move! Obviously this is one of the fundamental functions of government.
I promise you that the Global Initiative (or insert whatever fancy program you're thinking of here) is just another way for politicians to gain popularity by falsly promoting "feel good" concepts that they have no real motivation to pass. It's all just a clever ploy to take citizens' eyes off of the real issues, such as the abuse of government spending and the massive problems in all government programs.
The problem with our government in this era is that it's a self-feeding monster controlled by the politicians.
