How do I create weather in the terraformer like fog or rain?

you can't add those in the terraformer yet. So far I know it's going to be possible in NL2.

The only way to have fog in NL now is using the fog environment. Rain is on the other hand possible by using 3d objects.

It should come standard with NoLimits. Click on Environment when your loading up a track in the sim. In that list you can find the fog environment.

You can create your own env. file. Try to use some of the settings from default NL enviroments. Mix them, change them etc. Open some that came with NL and try some settings. Colouring, tree size and fog as well.
