Uhmm...I am new to the way a tournament runs so far, but I'm pretty sure the authorities of this tourney will release rules along with the template for every round. Which includes the first.

someone officially in charge would be best to answer that question pilot for authenticity and the truth, but USUALLY, if not always, you can not upload previously released work in a contest. however, if you have a track file laying around that no one else has seen, and it fits the criteria, you may upload it in the contest....usually though this does not happen.

Oh. Well it isn't said in the beginning, so I didn't know. Maybe it is, maybe not. Who knows.
