if anyone know how to make or where i can find or know how to make it look like mist/fog that is low to the groud like so

I think the best way to have that effect is to create your own environment.
You can easily decide level and colour of the fog!

Another simple solution would be to model custom fog with a 3ds program. That would let you alter the shape, appearance, position, etc, at will.

if you need fog to actually fly trough, it would be very hard and fps-killing. Make very small particles and make a lot of them

or... u could do a row of boxs with 0 width (and the same at 90 degrees), with an alpha layer that slowly makes the fog disaper as it goes up, easier than particles, and doesn't kill fps
