No mothafuckin idea? If you reference the link that you provided you'll see that it says:

Facts: The Vertigorama was never completed. The track is complete, but it lacks the electrical system.

It appears that the ride has been SBNO because it "lacks the electrical system."

I also think that Parque de la Ciudad appears to have bigger problems than needing to add an electrical system to one of their many decaying roller coasters . . . Perhaps they could sell this coaster for scrap to finance the maintenance costs of the other rides they aren't running.
