The phrase 'Council House' refers to the fact that the individual in question is poor, is from a Council Estate (housing estates in England in which residents pay the council rent, extremely cheap, low standard of living) and as such would live in a Council House (one of the houses on a Council Estate, obviously! lol). The Council House itself may take the form of a generally crappy house on a horribly run down Estate, or that of a high rise block of flats, even cheaper, even crapper form of living (sometimes known as Projects). The person in question is invariably working class (this does NOT mean that all working class people are chavs).
the phrase "And Violent" refers quite obviously to the fact that the individual in question is a violent and angry person, usually as a result of years of abusive parenting from parents who are themselves, Chavs. The individual in question will be outwardly, needlessly aggresive towards other members of the public and will try their best to cause aggresion or a fight, especially when there is more than one of them and the opposite party is a single vulnerable person.
Things these individuals are likely to enjoy doing are:
Happy Slapping - a group of particularly aggresive chavs will roam the streets armed with phone cameras and will prey on innocent members of the public who are alone and probably quite vulnerable. They will either simply hit this person while filimg it and then run, or they can be more agressive and beat the subject to the ground. Sadly, a handfull of cases have been recorded where the victim has been beaten and stamped to death.
Annoying people on public transport - This is a particular favourite of the Chav. Sitting at the back of a bus/coach, or on a train, playing there terrible drum and base/speed garage music on their horribly tinny sounding phones at full blast, without earphones. The purpose of this seems to be to try and make as many people hate them as possible!
Intimidation - One thing all chavs love to do is stand around in public places in huge groups, drinking cider. This alone, although undesirable, would be fine, BUT, their entire point of living appears to be to make other people feel as if they're about to be beaten to death. Playing awful music at full blast, generally being abusive towards anyone who happens to pass them, shouting abuse etc. This can be extremely intimidating to some people, especially old people and people out on their own.
General Vandilsim - anything they could not afford and is near where they decide they will hang out for that night, will be destoryed in some form or another. Cars, Gadgets, Houses, Gardens. A good example of this is at my girlfriends house, next to her house is a field in which there is a disused barn. In this barn chav types regularly like to congregate, which again, on it's own would probably be fine, however, when you're calling the fire brigade for the fourth time this week to come and put out the barn, you start to see the problem.

ME thinks a nice grenade launcher could solve a small problem with the barn. ;) Or a few explosive bits strapped and hidden to the main structural supports.
