So I asume you think your above the rules of the forum? The issue I know about was handled correctly. Your lucky your not banned after that. Now then, about the re-sizing of the picture. There is a website called photobucket.com. Get an account there and upload the orignal picture. The site will then let you re-size the picture to the deminsions you want.

No, keep the proportions the same. Use something like Artweaver to scale the picture down evenly.
