I think he was reffering to the newer style OTSR's like the ones on Maverick. The ones on the Impulse coasters are more your standard OTSR where as the ones on sit down trains like Storm Runner and Mav are mainly a lapbar that is over-head, but there is a thinner shoulder restraint.

Now in most cases (except the second picture guy on the right in row 2) there is some room between the shoulders and restraints. I certainly don't mine these OTSR's, and it certainly wouldn't make me not ride it if they had full OTSR's, but I would prefer lapbars, but it's not up to me. But as far as OTSR's go, they give you a much freer feeling then those on B&M's or Intamin's impulse coaster...like such below.

IMO these are much more restricting than ones on Mav, SR, and KK. To me Intamin's gives you more room to move and move your arms up down and around.
Just my opinion. I don't think there are too many people who will say "This thing has OTSR's I'm not riding"
