I am looking to use the auto flanger tool, however it seems this is impossible. This is because it's part of the construction kit package, in which new licenses aren't being distributed. That said, is there any way I can obtain a licensed copy of this software, or is there a free standalone tool so that I can auto-flange my supports?

Try to find a crack or torrent. That's my best suggestion.

Yes, their is a stand-alone track flanger.
