I've ridden both and significally is Phoenix better than El Toro to me. Wooden coaster with only 4 good airtime spots vs insane woodie with buzzbars and no seatbelts together with numerous of airtime moments having you flying in your seat.

I don't know if I would think phoenix would be better than El Toro. While riding Phoenix was something I had never experienced, I don't think it would be a match for the speed and sheer power of El Toro.
