I does count, but only barely. From what I've heard HRRR was down because of other technical problems, and the shutdown has been prolonged because of the weak coupling.
However, the ride has been running every now and then since it has been build so I'm going let you have it.
But it was a risky move. I could have declared it 'closed' or SNBO just as easy. If you would have pm'd me, you wouldn't had to take such risk.

What the f*ck are you talking about? The ride is down for its annual maintenance. In case you didn't know Universal is open every day of the year and the rides have to be shut down from time to time for yearly service. Since Maurer Shone came out with the announcement they decided to do their yearly maintenance at the same time.

^Hmmm, I must have got the dates mixed up somehow, but it seems that the 'other technical problems' were indeed the couplings.
Nonetheless, a failure in the car's couplings is a serious flaw and while USF is smart to 'cover' it with the annual maintenance, there's no telling when it will open again.

But its not like its SBNO like an abandoned ride. It is just having an extended down time like Expedition GeForce did this summer. Ive ridden it in the last 30 days lol so it is easily a valid pick. and Tetsu, hurry up
