Real industrial:

....Clanking and machinery sound effect gimmicks don't make it industrial, the atmosphere does. Godflesh was one of the first industrial bands and tons of bands from that genre cite them as an influence.

It's not gimmicks, it's part of the atmosphere, the machines mixing with bare instruments, or vocals. If the Downward Spiral doesn't give an atmosphere then I don't know what does.

But if they are considered Industrial then I find that genre must be pretty lax in deciding what is and what isn't "Industrial".
