We are talking about cellular data speeds. Not broadband. I have Verizon FiOS and get 80 down - 40 up mbps 24/7. I only pay for 50/25. They offer up to 300/150.
If you are on ATT residential and depend on internet for your lively hood you are going to have a bad time. You need to switch to ATT business, it comes with an SLA, it comes with a service guarantee (90% of your bandwidth, no more then 1% packet loss, etc)
What you have however is a legacy ATT DSL product. What you need to get proper service from ATT is UVERSE. Since you live the ghetto and snipers kept picking off the linemen in your area before they could get all the fiber down, att decided to not deploy it there.
I would recommend you find someone else. Hell I have seen faster speeds on a clear modem then what you are getting now. Time Warner may be a good option, you could also yell at ATT to see if they will fix their poop.
For the most part they are pretty good about that unless you are in an area they really don't want to service anymore.
If you're in the UK, stay away from Talk Talk. You get nice internet for about 4 weeks, and then BAM 0.02mb/s download and upload; also they won't give you the code or whatever to change providers.
