Penalties are a horrible way to decide matches.

There's nothing wrong with draws in a league structure; one team was not able to score more goals than the other team, thusly on the day they were as good (or as bad) as each other, 1 point each, time for the next game.

I played in a (6 a side) tournament where in extra time every 1 minute a player had to leave the pitch until it was 1v1. Interesting idea and not really translatable to 11 a side but was still quite fun.
