Probably because they are still fine tuning some things, getting them to all rise at once is probably one of them.

Update!

While Busch Gardens Tampa awaits the necessary parts to open Falcon's Fury, the new face-down free fall attraction is getting a paint job. Yes, even through the new attraction hasn't opened yet, the bottom portion of the tower is having a mural of sorts painted on it.

The local news filed a report that interviews the artist behind the mural, check out the story at this link for more photos and video. The painter is using the ride's catch car as a home base for completing the work.

You can't totally see the work that had been done on the tower in the news article, at least not from far away, but it seems that the ride is finally going to match the concept art released this past winter. Above is the infographic that Busch Gardens Tampa released, to which they told me the ride would eventually be painted to match. Can't wait to see the finished product!
