It kinda works 2 ways to my experience. If it's been a hot day and the oil from the bearings have been heated up. The ride goes a lot faster. Add some rain to the track and due the thin layer of water on the track Hydroplaning occurs. Result: The coaster goes even faster in the first few laps. Usually after those few laps the water on the track has decreased enough to not make a difference anymore. You'd need a good rainstorm to keep the hydroplaning remaining it's effect. Depending on how long the rainstorm is happening, it could cool down the bearings far enough to eventually slow the train significantly down.
I've had this way 2 totally different rides on one day. Around noon on Expedition GeForce everything was perfectly warmed up and ran like crazy. Shortly after it started to rain and didn't stop anymore. Due to the rain and it slowly began pretty quiet at the park. Everyone started to leave early, leaving a close to empty station for GeForce near the end of the day. Those final few laps were so slow it almost felt like the ride could stall somewhere. After that even the ride ops just closed the ride due it's slow speed. It feels pretty weird on riding a coaster throughout the day and noticing it actually slows down to a point where it almost stalls.
In another case on a wooden coaster I had, we had an extremely hot day. When doing the conversion out of my head I think it was around 100??????F. The ride ran already pretty insane due it's temperature and then a rainstorm occurred at the end of the day. Even tho it was pouring from the sky, the ride ops kept dispatching full trains on a bloody hot track. Compared to the other rides that day it wasn't anything like that at all. It literally flew over the track. The biggest difference to the experience from EGF: The overall temperature didn't drop during the rainstorm, which didn't affect the bearings in such way, that it was noticeable. It wasn't getting cold, it was only soaking wet.
