Depends on who requested the change - cost is on RMC if they wanted to change the layout because it didn't work previously. Also bear in mind that animations take a long time to complete - especially these ones that aren't based on NL2 (track changes require more work). What may have happened is they created the animation based on the almost final track layout - then this layout change came about but it was too resource and time intensive (SF would obviously have marketing deadlines to meet) and what was submitted / fabricated ect. was actually the revised layout.
