.tga compatable paint software

Does anyone know what kind of paint software will work with Targa Files so I can make a car texture? I tried Normal Paint and it doesn't work.

Microsoft Picture It publisher will work if you have it (comes with XP i believe)

no, it doesn't you have to buy it extra. It's one of the XP add on packs. It's only about $30, though

why get a trial version when you can get something completely free without pay a sh*t load of money to get a targa formated file??? As I said, go to the link above that I posted earlier.
