Its in the Construction Kit along with the old Tool-box.

^Is that at me? I'm just telling where the Power Tweaker is. Its in the Construction Kit now. You don't have to use the other features in the kit...

They don't have it individually anymore. I prefer the construction kit because it's fully 3d and it's PT works better. Just select the segments and go under one of the menus and select "power tweaker" It's not really that hard.
