I cant find an answer to this anywhere.
can a single steel support, hold 2 sections of track one above the other?
or is there a rule to not have separate tracks to share supports?

I can't think of any concrete 'rules' about how to support your track.

If it remains statically sound (that is, if the physics is obeyed), then there isn't really a restriction to make them by.
