Track Packager Environment Problem.

I just tried to package a track with a environment, but it won't package the environment with the track. It only finds the track. I've also tried this with other coasters that came in track packages, and their environments don't get packaged either. Has anyone ever had this problem? Does anyone have any idea how to fix this?

EDIT:
I must be doing something really stupid. Because this happends on two computers. I have the environment under the "Prefered Environment" for the track. I also tried packaging LeFLO's Grizzly as a test, it got everything but the environment and the environment files. I must have a setting wrong. Anyone have a idea what my problem is?
