Unjustified Rate

Joe21498's rate is not justified very well for the ratings he gave. He gives absolutely no suggestions to help fix the ride and especially his comment about an "out of control journey" that he only gives a 7.5 on. This rate may have something to do with the fact that he also has a ride in the weekly standings.
