But what if the ride deserves all tens in his opinion? To me, it seems like you all are saying that it is ipossible to get 10's across the board.

We are not preventing a user from giving all tens. A user can give a track all tens and it will not be frowned upon so long as the rate given is justified. "It was the bestest track in the world!" 10 10 10 is not a justified rate. The rate must explain how the user came to the conclusion that the ride deserved such rate.
