You might have a bad connnection to the server. See if any other tracks will download.

They do but this guy is german but that cant be it cuz other tracks will or wont like ones with very good scenery and stuff

I don't know why, hmmmm, try downloading the track packager if you already haven't, then try and see if it will download.
