I tried to report a few of his ratings but I just keep getting error code when I submit it.

Basically he joined less than two months ago and has left hundreds of ratings. I keep running into them and the madness must be stopped You can quickly see where the issue is if you look at the track pages below, one of them being mine and the other one being TylerE's. These ratings are littered around the exchange now, most of them just saying he can't use Track packager and leaving straight 5's... I just couldn't remember other examples.
