Penalty for No Limits Elementary

Is using tools like No Limits Elementary and the like the same as using straight prefabs like those that come with the game? It still requires effort / know how/ good ideas, etc. to make a good ride even by utilizing the tools (which are available to everyone). This doesn't make much sense to rate down for using tools.

I would rather spend my (limited) time working on building the layout and ride concept than obsessing about pumping.

Using tools is not considered using pre-fabs. I have no idea what the rater was talking about with pre-fabs, and the rating is deleted as such.
