wat is the difference between no limits editor and the no limits editor software?

Can anyone tell me what the no limit editor software thing is for?

When i play a sandbox park Big shapes come up and block the screen and u can not see through them this has happened to me a few times and i was just wondering if anybody else had these problems thanks [:(!]
