Commenting and downloading

I wonder if there would be a way to make it so you're unable to comment on a ride until you download it. That would hopefully make ratings more accurate, since some users think they can rate a ride just based on a single screenshot because they don't want to waste their time downloading it (there probably are exceptions, but I don't want to name names.) It would also hopefully prevent mean comments that say stuff like "I couldn't be bothered to download" if just from the screenshot they know it will be a terrible ride.
