My program can import tga, but can't export tga. Can any of you help?

Look into GraphicsCoverter shareware. It's a great little app that can convert dozens of graphics formats.

you could also getthe trial version of adobe photoshop www.adobe.com in that you just open the file and hit save as and pick .png. photoshop's also a much better alternative to MS Paint for editing the car textures and such.
