Yes this his how all dive machines start their testing.
In Oblivion's first testing videos this year it did not use the holding brake.

Love it! It looks really graceful going through the elements, and that helix looks relatively forceful.

I think they're testing it first without using the holding mechanism.

Wow the pacing looks great from onride. Looking down into the tunnel from the top of the lift must be terrifying!
It's weird how there is only one lift chain. That must put a lot of stress on it.

Oh wow the theming around the loading platform already looks incredible! Just imagine how much more awesome the theming inside the rest of the station / queue line is.
