the rct3 people announced that they left out the underground tunneling. They would replace it for more 'Important' Things for the game. They maybe add it later in the game...

You can do it however, just jam a hole in the ground and throw some roofs over it. You can also use buildings instead of ground. Just make sure taht the "roof" you use isn't a block base piece. For some reason, they were never thought of as roofs, so the makers of the game didn't fill in the underside.
