So if he rates my ride, the IP address might be the same, I don't think it is though, so does that mean he can't rate my rides at all, and I can't rate his, or what?

Your brother should not rate your coaster even if the IP adress are the same or not. This is due to your brother will mostlily have a biased opinion and would rate your tracks higher, so im afraid in this case no!

Edit - This question popped into my head, and I thought I might ask, now what about when he becomes a skilled track rater, I'm sure he won't be biased then. Then could he rate?

I wouldn't suggest him rating your rides on any circumstance, he is more than welcomed to join the site though. You nor your bro can guarantee genuine ratings towards each other, he can rate them higher to favor you or if he gets pist off at you, can rate you down as well for personal feelings. That si why it's unallowable for him to rate you.
