Environment and Texture issues

Im working on a ride (that i will not give out info on yet ) and i even made a custom environment for it (Surprise! It took me FOREVER to learn how to do it). I have a cable lift texture and that's what i want for the chain lift texture. I put it in the folder and in the notepad file provided the path. However, when i go into no limits, it's just white. Im pretty sure im forgetting something...
