Flat, High terrain help!

I need help because Im doin an Oblivinon re creation but I need a high Flat Terrarin and I cant do it high without it being bumpy with big hills. If you no please help!

Load the track with the terraformer and go to Tools > Adjust Height. From there just enter the height to adjust the terrain by, and check the appropriate box.
