Probably a dumb "newbie" NL question, but is it possible to insert track sections into an already existing track? For instance, I have a complete track, and decide I want to add a loop at 1 minute, thus extending the ride another 15 seconds. All the help and tutorials I've found so far seem to indicate that you can delete sections, but not insert them, is this true?

I highly doubt that any loop will last 15 seconds...
Boulder Dash was the only good roller coaster.

you can divide track sections to add more nodes, then just edit the track to make it a loop. There is a button that you press that is labeled "split-up segment" that will add a node into the middle of the section, splitting it in half. Highlight the section of track you want to split, then press it.

This is the button I'm talking about:

It is also possible to select the track that would come after the loop and save it as an element. Then you build the loop like you normally would and when you are down you insert the element you just created.

To bad this doesn't (always) work when you've already put up supports.

What you might want to do, if you already finished your track, is select the node where you want to start the loop, and click "make first." Then you can disconnect the track, add the loop, and reconnect it.

Fixed, or else your part before the loop gets taken away. If you'd select the node where you'd want to end the loop. The part where the loop is going to get, is the track segment that will disappear.
