Is it because you are mistaken 'roll' for 'normal force'? If you want a straight hill after a launch, then roll should be 0, and normal should go from +1 to +4 to 0 to +4 and then whatever element you want next. Play with the timings, values and transitions to get the shape right.
More to it than that....The speed exiting the launch is only 8.6 meters per second which is just below 20 miles per hour. The lower the speed the lower the G-force needed to maintain a roll.
If I were you, I'd play a little more with multi-zone force....They are more flexible in getting the shape your looking for because you can have multiple roll values per one section of track.
For your launch section, use Straight geometry, set the "Exit Speed (m/s)" on Manual, then enter your value in meter per second. You got a conversion tool (the icon with the two arrows, next to the gear) that can help you.
