you might have caching going on. Since I am using whole numbers, it is obvious for someone with lots of votes to not have their rating apparently affected in the way numbers are rounded. If I extend to 2 or 3 decimal places then the change would be more obvious instantly. As for filtering, they are picked at random. I was thinking of starting from 1 and go down to the end, but that could cause problems in seeing possible new ones later on since they will be at the end and having to go through the entire list in order would be much time consuming or simply annoying.

Since that is the list why don't you just have the random number generator exclude a photo if it has been viewed in the last say, 10 minutes?
It'll help so you don't have the same people twice in a row, or 4 times out of 10, or something like that.
