Problems placing water

I am trying to place water in a certain section of my park and in the manual it says to click the water button and click on the land anywhere to add water and i have clicked this water button many times and every time i click the land nothing shows up. Does anyone know how to place water?

I have tried that too and still no water. [:(!]

lower the land a tile or two, then place water in the hole by dragging up, if that does not work, reinstall the game.

I tried lowering the land a tile or two and it didn't work so I reinstalled the game and it still didn't work. I also forgot to mention in my original post that this is RCT3. I checked the games folder and in that folder there is a water folder and it has 2 files in there so the water was installed I just don't know why I can't place water...

i don't know, maybe a water table is there so you have to lower the land until water shows up.

maybe the problem is that something is in the way in rct3. It would be that a rollercoaster or something else is in the way...
